December 1, 2008 Santa Barbara, California Santa Barbara Inventor Exposes Serious Design Flaws in U.S. Government Military Procurement Manual that are Costing Hundreds of Millions of Dollars and Potential Loss of Life. Santa Barbara engineer and inventor Larry J. Bogatz disclosed today serious flaws in the U.S. Government Military Standards Manual. Writing in the most recent issue of Fastener Technology International Magazine, one of the nation’s leading publications on developments in the Fastener Industry, Mr. Bogatz decried what he says is a “recipe for failure” in the Military Procurement Manual. Mr. Bogatz is one of the nation’s leading experts in Self-Sealing Fasteners, and holder of several patents in the field. In his article he states that there are hundreds of design applications in both Military and Commercial products that are using these outdated specifications that were first created in the 1960’s. He goes on to say that the MS3212 & MS3213 Series Military Standard for self-sealing fasteners, approved by the Naval Ordnance Systems Command and used throughout American industry, “do not specify the groove design, which is the most important factor in determining whether they will even seal.” In a recent interview Mr. Bogatz states that, “the Government just assumes any company producing these fasteners would only provide ones that would seal.” He holds up the Space Shuttle Challenger disaster as a prime example of this flawed methodology that continues to be used. Unknowingly hundreds of companies depending on perfect seals for their products, continue to purchase these outdated fasteners. The result of ongoing product recalls using these faulty fasteners is costing the U.S. Government, numerous government suppliers, and ultimately American taxpayers hundreds of millions of dollars.
